Regulatory Advocacy

MPUA participates on behalf of members with regulatory agencies and bodies at all levels. 

  • Environmental Protection Agency (EPA)
    • Through committees, stakeholder groups, and public hearings with EPA Region 7 and EPA HQ, MPUA regularly advocates on behalf of members over the impact of new and existing rules on the resources of cities
    • MPUA works with EPA staff during pre-rule discussion, and later submits official comments on proposed EPA rules. Members are notified of those rules and the comment filing opportunities and strategies

  • Federal Energy Regulatory Commission (FERC)
    • MPUA counsel represent MPUA electric utilities before FERC in pertinent cases
    • Regular reports on the relevant cases and rules before FERC are given to members through the MPUA quarterly magazine and quarterly General Council Reports to the Board of Directors

  • Department of Natural Resources (DNR)
    • MPUA participates actively in pertinent DNR commissions including the Air Conservation Commission, Clean Water Commission, and Safe Drinking Water Commission
    • Staff regularly participate in additional stakeholder groups and DNR meetings, file comments on proposed rules, and advise DNR staff on the unique situations and challenges of municipal utility systems

  • Engagement with National & Regional Groups
    • MPUA collaborates closely with other municipal groups, joint action agencies, regional councils, rural cooperatives, investor-owned utilities, and advocacy groups, in order to amplify the public policy influence of our membership
    • MPUA staff participate, coordinate, and work closely with many national and regional groups to advance the municipal utility agenda for members, including:
      • APPA - American Public Power Association
      • APGA - American Public Gas Association
      • AWWA - American Water Works Association
      • MML - Missouri Municipal League
      • NACWA - National Association of Clean Water Agencies
      • SEMO-NEARK - Southeast Missouri-Northeast Arkansas Group
      • SPRA - Southwest Power Resources Administration
      • TAPS - Transmission Access Policy Studies Group
