Gas Commission

The Municipal Gas Commission of Missouri (MGCM) is a municipal joint action natural gas agency formed under the Joint Municipal Utility Commission Act, Revised Statutes of Missouri, to provide for financing, acquisition and operation of natural gas production, transmission, and Distribution facilities and resources and for the joint purchase of natural gas to meet the requirements of its community-owned member utilities.  MGCM has eleven members in Missouri and Illinois. The Gas Commission members operate community-owned natural gas distribution systems ranging in size from 100 to 1,100 meters. 

Functions of the Gas Commission:

  • Aggregates bulk purchasing of natural gas for resale to its member cities
  • Acts as designated operating agent representing its members with major pipeline companies that transport the commodity
  • Manages supply and storage contracts for members

The Gas Commission may issue bonds on behalf of the membership and has eminent domain powers which may be used to construct natural gas pipelines for the benefit of members. MGCM's administration of the purchasing, transportation, and storage of natural gas on behalf of its membership reduces total costs and increases supply efficiencies for its members.
