Missouri Public Utility Alliance chooses John Twitty as next CEO

COLUMBIA, MO, June 4, 2020 – The Missouri Public Utility Alliance (MPUA) Board of Directors has appointed John Twitty as the organization’s new General Manager and CEO effective Aug. 1. Twitty will succeed Duncan Kincheloe, who is retiring in August after a 21-year term as the Alliance’s President and CEO.

“The board chose John Twitty to continue the legacy of outstanding leadership at MPUA because he recognizes the value of community-owned utilities, has deep knowledge of the energy and utilities industry, and is poised to make MPUA a stronger voice than ever in Jefferson City and Washington DC,” said Doug Colvin, chair of the MPUA Joint Operating Committee and Nixa Utilities and Public Works Director.

“I believe you would be hard-pressed to find two people who exemplify excellence, leadership, and advocacy for public power both within the state of Missouri and on a National level more than Duncan Kincheloe and John Twitty, ” said Chuck Bryant, MPUA search committee chair and General Manager of Carthage Water and Electric Plant. “For MPUA to follow up Duncan Kincheloe’s 20-plus years of leadership with another proven leader in John Twitty presents an unbelievable opportunity for continued success and advancement for the public power needs of every municipal system in the state of Missouri.”

“John Twitty will be a top-notch leader for MPUA,” said outgoing MPUA President and CEO Duncan Kincheloe. “Our member communities are getting wisdom, perfect experience, and sterling credentials from a longtime friend right here in Missouri.”

John Twitty is the Executive Director of the Transmission Access Policy Study Group (TAPS), a national advocacy group of transmission-dependent electric utilities in 35 states. Additionally, Twitty was the Senior Vice President of Solar Development for Gardner Capital from 2015 to 2020.

Twitty served as General Manager and CEO of City Utilities of Springfield (MO) until 2011. He began his utility career in 1983 at Rolla Municipal Utilities (MO) and served as General Manager of the utility. He has served as chair of the Board of the American Public Power Association and of The Energy Authority. He also served a stint as chair of the Member Representatives Committee of the North American Electric Reliability Corporation. Currently, he serves on the Board of Trustees of Ozarks Water Watch.

Twitty is very active in community life, currently serving on the board of directors of the Central Bank of the Ozarks and Jordan Valley Community Health Center in Springfield, Missouri. He previously chaired the Missouri State Lottery Commission and served on the Board of Trustees of Drury University. Twitty earned a Bachelor of Science degree in 1975 from the University of Missouri.

The Missouri Public Utility Alliance is Missouri’s leading municipal utility organization and has grown to represent more than 120 community-owned electric, natural gas, wastewater, drinking water and broadband utilities that work together for the benefit of their customers in Missouri, Arkansas, Illinois, Mississippi, and Nebraska. In addition to trade association advocacy and services the Alliance operates two joint action agencies, both municipal cooperatives, with 2019 electric sales of more than 5.2 million megawatt-hours, and natural gas sales of more than 1 million dekatherms.
