VW Trust Fund Update: Application deadline EXTENDED to JANUARY 11

The Missouri Department of Natural Resources (DNR) has started funding projects with the Volkswagen Trust Settlement monies. The money is being spent on projects that reduce nitrogen oxide (NOx) emissions. To sign up for notifications or learn more about the project, visit DNR's website.

 

Government Trucks

  • Funds are now available for government trucks so apply before 5 p.m. on Friday, January 11 for any fleet replacements. It is available online at [DNR’s website]: dnr.mo.gov/env/apcp/vw/gov-trucks.htm.

  • The funding is available for medium or heavy-duty trucks for model years 1992-2009.

  • These are class 4 – 8 trucks, with a gross vehicle weight rating over 14,000 pounds.

  • The replacement trucks/engines must be a new diesel, alternate fueled or electric engines.

  • For the first two application periods, cities will need to supply 25% of the cost for replacement engines and 50% for replacement vehicles. In the third and fourth year, if there is funding available the city’s cost share amount goes down to 25% and 10% respectively.

  • A DNR representative reported to MPUA that they will consider utility trucks, like bucket, digger derricks, waste haulers, and dump trucks to name a few.

  • When reviewing trucks that might be eligible for funding, gather data on annual mileage, fuel usage, and operational hours to show the reduced amount of emissions of the replacement truck.

  • The funding will be rated according to the geographic region of the state and how much the emissions will be reduced with a new engine/truck.

  • There will be two application rounds for government-owned trucks with the possibility of up to four. If you don’t have a replacement now or your funding gets denied, there will be other opportunities to receive funding. 

Transit and Shuttle Bus Replacements
Applications are also being accepted for transit and shuttle bus replacements. Applicants can receive between 25% and 75% towards the cost of a new vehicle or engine. The deadline for this is before 5 pm on December 31.

Electric Vehicle Charging Stations

  • VW Trust Settlement funding for electric vehicle charging stations across major highway corridors should be available during the State of Missouri’s 2019 fiscal year. During the first part of 2019, DNR will establish the parameters of how the funding will be used and the locations of the charging stations during public meetings.

  • The first meeting was attended by MPUA and a couple of members on November 29.  MPUA staff will continue to actively participate in the stakeholder group on behalf of municipal utilities. 
  • The group will look at the current charging station inventory to make sure we are providing an adequate infrastructure. The goal is to promote electric vehicle usage by providing the infrastructure through the reduction of range anxiety.

  • Strategies: Partner with other programs • Define geographic areas (pick corridors, etc.) • Coordinate with Electrify America • Work with established private entities that already own the property • Look at driver amenities, possibly rest area.

  • Suggestions for subgroups:
    • Goals/timeline, options for RFP/RFI (identify priority corridors, research other states)
    • Barriers (start with those identified in presentation), availability (bring in existing businesses, smart charging)
    • We will send an email out for people to sign up for noted subgroups
    • Initial groups should meet mid-Dec to identify leaders and what information to focus on. These groups will be asked to bring back results by Feb.
    • Next Jefferson City meeting in-person sometime in February.
