Design-Build Workshop by MPWC attracts interested cities

MPUA's Missouri Public Water Council hosted a free Design-Build Workshop Oct. 17 in Columbia. Forty attendees came eager to listen and participate in discussions on the design-build topic. We were happy to hear from such a wide variety of speakers that supported well-rounded discussions during each session.

 

John Mitchell of Burns & McDonnell focused on the history, fixed-price design-build (FPDB), progressive design-build (PDB), and the legislation that was passed in order to facilitate each type of design-build approach. Mayor Brian Hasek provided much needed insight as to why the design-build approach was the right choice for the City of Harrisonville during an emergency situation.

Hannah Humphrey of the Missouri DNR’s Water Protection Financial Assistance Center spoke about the new regulations that were passed by the Missouri Clean Water Commission allowing the design-build process to be used in conjunction with the State Revolving Fund. Attendees then heard from Stan Christopher and Doug Lisak of HDR. Stan and Doug went through pros and cons of the most popular design-build delivery methods, which included FPDB, PDB, and Construction Manager-at-Risk (CMAR) as well as an in-depth presentation on the advantages and disadvantages of using an owner’s representative as an extension to the public agency’s staff. George Harris, the design-build engineer for the City of Jackson, ended our workshop with a thoughtful overview of the design-build procurement process.

 

Participants provided great feedback on the workshop. “Good meeting and very relevant, definitely looks like a tool to have in the toolbox,” stated Skip Schaller, City of Monett.
