Duncan Kincheloe, president and CEO of the Missouri Public Utility Alliance (MPUA), received the American Public Power Association’s James D. Donovan Individual Achievement Award, June 19th at the APPA national conference in New Orleans, Louisiana.

The award recognizes individuals who have made significant contributions to the electric utility industry and to public power.

Under Kincheloe’s almost 20 years of leadership, MPUA has fostered tremendous growth in municipal utility collaboration. MPUA’s electric agency (MJMEUC) is now contracted to supply about 1000 MW of power to 64 municipalities.

These public power utilities and their customers  benefit from the agency’s power plant investments to improve long-term cost stability. This development stemmed from statewide voter approval of a Missouri constitutional amendment campaign Kincheloe led in 2002. The agency also draws power from multiple wind power projects and ten solar farms, having contracted for Missouri’s first utility-scale solar facility in 2014.

Kincheloe chaired the board and served as acting president of Prairie State Generating Company during management restructuring in 2014. He chaired the board of the Transmission Access Policy Studies group from 2014 to 2016 and currently serves as vice chair of the board of directors of Hometown Connections inc. MPUA initiated an annual MPUA Reliable Public Power Provider workshop, which has helped Missouri utilities earn thirteen RP3 designations. Duncan is a member of the APPA’s Legislative and Resolutions Committee and a staunch advocate for PowerPAC, a nonpartisan political action committee that helps communicate public power utilities’ concerns in Washington D.C.
