RTO Activity

MPUA has municipal members and power generation in both the MISO (Midcontinent Independent System Operators) and SPP (Southwest Power Pool) Regional Transmission Organizations (RTOs) as well as the Associated Electric territory. Because decisions made by the RTOs have a significant impact on municipal utilities, MPUA advocates and participates in RTO proceedings as a service to members.

 

MPUA staff and consultants take part in MISO and SPP meetings to monitor and provide comments on the development of tariffs and RTO policies. As a market participant in both RTOs, MPUA votes in MISO and SPP Board meetings and participates in stakeholder and committee meetings. 

 

In addition to participation in the RTO stakeholder process, MPUA tracks and participates in Federal Energy Regulatory Commission (FERC) proceedings, where RTO disputes are adjudicated.

 

SPP Committee & MISO Committee

  • The SPP Committee and MISO Committee are standing committees of the Missouri Joint Municipal Electric Utility Commission (MJMEUC). Committee chairs hold a position on the MJMEUC Executive Committee.
  • Each committee hosts a monthly conference call with time for questions and staff/consultant updates on the activities of the RTO
  • Monthly newsletter updates are disseminated to any interested MPUA members

Transmission

  • MPUA is a Qualified Transmission Owner in MISO and SPP
  • Through a Co-Development Agreement with GridLiance, MPUA may participate in transmission projects for the benefit our members
  • MPUA is a member of the Transmission Access Policy Study Group (TAPS) which advocates for open and equal transmission access and strong protections against the exercise of market power in electric markets
